The Office of Federal Programs will support district and school initiatives ensuring students' learning and positive outcomes. We support the implementation of federal formula grants by offering technical assistance and professional development, ensuring specific student needs are addressed with appropriate evidence-based strategies.

What is Title I ?

Title I Part A, of the Elementary and Secondary Education Act (ESEA), is a federally funded program that provides financial assistance to local education agencies (LEAs) and schools. The purpose of the Title I program is to help at-risk students meet the state's challenging academic content and performance standards. Schools qualify for Title I funds based on economic need. The Title I program offers a variety of services for participating schools, which may include additional teachers and support staff, extra time for instruction, a variety of teaching methods and materials, smaller classes, and professional development for staff and parents/families.

Family Engagement Policy

The Tyrrell County Schools Parent/Family Engagement Program ensures that Title I, Part A parent and family engagement regulations are met with meaningful and strategic actions to build parent/family and school staff capacity as mandated by the Elementary and Secondary Education Act (ESEA) of 1965, as amended by the Every Student Succeeds Act (ESSA) of 2015. Schools and districts must ensure that strong strategies are in place to 1) build capacity to engage parents/stakeholders in an effective partnership with the school; and 2) share and support high student academic achievement.

What is Title III?

Districts receive additional, supplemental funding (in addition to local and state funding) specifically for EL students from a Federal Title III grant for which we must reapply each year. We tell the state how we plan to spend the Title III money (which is based on the number of EL students in the system), and every year we must complete a Title III Application for these funds. The application is reviewed at NCDPI, and continued funding is approved or changes are required.

The main purpose of Title III are to help ensure that English Learners (ELs):

Attain English proficiency
Develop high levels of academic attainment in English
Meet challenging State academic content achievement standards

What is Title IV?

The purpose of Title IV, Part A, according to the Every Student Succeeds Act (ESSA), is to improve students’ academic achievement by increasing the capacity of the states, local educational agencies, schools, and local communities to

provide all students with access to a well-rounded education;
improve school conditions for student learning; and
improve the use of technology to improve the academic achievement and digital literacy of all students.
